City Awards Bid for 2015 Street Resurfacing

On January 30, 2015, bids were opened for the 2015 street repaving program. The City received 8 bids for this work. The low bid was from Brothers Asphalt Paving, Inc. in the amount of $1,218,628.83. The other bids ranged up to $1,459,568.45. This work will begin as soon as weather permits.

The streets which will be done are Westward Ho Drive, Medill Avenue, the 300 block of  Lyndale and the 200 block of Dewey. In addition, some of the North Avenue frontage road will also be done.

The total length of the repaving comes to 9,591 feet, or roughly 1.8 miles of street.  The City maintains a total of 47 miles of street, so you can see that street resurfacing is no small financial undertaking. Based on the bid for the 2015 work, the cost to resurface all of the City’s streets would be in excess of $31,500,000.00.

Complicating this is the fact that many of these streets still have 4 inch water mains which should be upgraded to 8 inch. The 4 inch mains are approximately 75 years old and are reaching the end of their useful life. The water main replacement should take place before or at the same time the street resurfacing takes place, as it makes little sense to pave a street and then tear it up to replace the water main.

This is why the City has taken a “worst first” policy rather than undertaking all of the resurfacing at one time, in order not to place an undue financial burden on our residents.

Hopefully, as the economy continues to improve, the City will be able to allocate additional resources to street resurfacing and water main replacement.
