                                            MINUTES OF THE FINANCE & RULES

                                          COMMITTEE OF THE WHOLE MEETING

                                            HELD ON MONDAY, OCTOBER 1, 2007

 

MAYOR SHERWIN CALLED THE MEETING TO ORDER AT 6:30 P.M.

 

Clerk Floistad called for the roll.

The committee reviewed the minutes of the September 17, 2007 meeting.  Alderman Patti made a motion to approve the minutes of the September 17, 2007 meeting; seconded by Alderman Padilla.  Mayor Sherwin asked if there were any corrections or deletions.  Mayor Sherwin called for a voice vote.  All were in favor.  The minutes were approved.

 

Mayor Sherwin presented Invoices Over One Thousand Dollars.  Alderman Patti made a motion to approve; seconded by Alderman Feldmann.  Alderman Feldmann asked if we decided to go with the LED lights for the snowflakes.  Mayor Sherwin said we will go with the LED lights.    Mayor Sherwin called for a voice vote.  All were in favor. The motion carried. 

 

Mayor Sherwin presented the Warrants and Vouchers.   Alderman Grochowski made a motion to pay the Warrants and Vouchers; seconded by Alderman Riesterer.  Alderman Patti asked about the American Water Works dues for December 2007 – November 2008.  Dale Roberts said this is for any classes and or magazines he receives.  Alderman Patti also asked about the Bosses Days lunch.  She said we had made decision a while ago that taxpayers are not going to pay for Secretaries Day lunches or Bosses Days lunches.  This should be paid by the employees.  Everyone agreed to delete this off the Warrants and Vouchers.  Alderman Feldmann said she remembers the council being invited to the awards banquet for the Police Department that is catered by Corky’s.  She asked if they could continue to be invited to that event.  Chief Koletsos that the bill listed on the Warrants and Vouchers is at the Police Department this Saturday at 9:00 and she is welcome to attend. Alderman Padilla asked about the grass cutting on Elm Street.  Dale Roberts said this is supposed be listed as Senior Grass Cutting.  Alderman Grochowski asked about phone repairs for the Bus Line.  Dale Roberts said that some of this was storm related.  Alderman Grochowski asked if we will get any money from the state for the storm clean up.  Mayor Sherwin said we will not get any money.           Mayor Sherwin called for a voice vote.    All were in favor. The motion carried.

  

 

Mayor Sherwin presented Commission Expenditures.  Mayor Sherwin said that we contribute $2000.00 to the Christmas Party for the combined senior clubs. He said that the band costs $1,300.00 and wanted to know what the leftover money will be used for.  Clerk Floistad said the extra money will be used for candy and calendars.   Alderman Patti made a motion to approve the Commission Expenditures; seconded by Alderman Delgado.      Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.      

 

Under New Business:

 

Mayor Sherwin talked about the Northlake Directory.  We received three prices for the directory.  We have prices for different quantities, a colored price and black and white price.  Alderman Nessling asked if we got prices from Northlake printers.   Mayor Sherwin said that we did not, but it is his experience that Northlake printers are more expensive.  In the future we can get prices from other printers.  Alderman Feldmann asked what our intention is for these directories.   Mayor Sherwin said that we will mail one out to every household and have them available at City Hall to pass out as needed.  Mayor Sherwin suggested ordering 5,000 copies.  It was agreed to have this printed in color.  Alderman Patti made a motion to approve ordering 5,000 copies of the directory printed in color; seconded by Alderman Delgado.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin discussed the additional concrete work to be performed by Rohde Construction.  The work will consist of a concrete pad for the dumpster behind City Hall; fill in the driveway curb cuts on Parkview and Wiltse where a home is now located and is now the Wolf Ridge complex; reworking the curb in from of the Sala Thai restaurant to move the entrance to the middle of the lot, closing the existing entrance which is too close to the intersection of Wolf and Wiltse and also creating a median behind the curb on Wiltse to separate the parking area from the street and filling the middle as well as the area on the corner of Wolf and Wiltse with  red brick stamped concrete.  Dale Roberts said that when we went out for bid for sidewalk work, Rohde was the lowest out of three quotes and he gave us the same prices.  Alderman Grochowski made a motion to approve; seconded by Alderman Patti.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Next, Mayor Sherwin talked about the motor fuel tax resolutions.  He said that we send the information in to the state auditors and we do not hear back from them, so we assume that we are doing this the correct way.  Now, they inform us that we have not been doing this correctly dating back to 1989.  We have to pass these resolutions dealing with motor fuel tax going back to 2004.  Mayor Sherwin said that we should put all these resolution together.  Alderman Patti made a motion to approve Resolution R-23, R-24, R-25 and R-26-2007; seconded by Alderman Feldmann.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin brought up the development agreement with Aldi’s and Ordinance O- 30-2007.   There are two things in the agreement.  One is the sales tax agreement and the other is granting them a liquor license.  They will be doing some improvements to the frontage road and they would like to recapture their costs with the developer for the 3 lots on the corner.  Alderman Patti made a motion to approve Ordinance O-30-2007; seconded by Alderman Riesterer.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin talked about the bands for Northlake Days.  Bill Kabler said that we need to make a decision quickly.  American English will play on Saturday before and after the fireworks.  Everyone agreed that we should try to get Infinity for Friday night.

 

Alderman Patti talked about forming a committee for Creekside Village.  The committee will meet on October 15, 2007 at 6:00 p.m.  This committee will meet with the second council meeting of the month.        

 

 

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Riesterer.   Mayor Sherwin called for a voice vote. All were in favor.  The motion carried.
