MINUTES OF THE FINANCE & RULES
COMMITTEE OF THE WHOLE MEETING
HELD ON MONDAY, SEPTEMBER 17, 2007
MAYOR SHERWIN CALLED THE MEETING TO ORDER AT 6:30 P.M.
Clerk Floistad called for the roll.

The committee reviewed the minutes of the August 20, 2007 meeting. Alderman Patti made a motion to approve the minutes of the August 20, 2007 meeting; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any corrections or deletions. Mayor Sherwin called for a voice vote. All were in favor. The minutes were approved.
Mayor Sherwin presented Invoices Over One Thousand Dollars. Alderman Patti made a motion to approve; seconded by Alderman Delgado. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin presented the Warrants and Vouchers. Alderman Nessling asked about the bill for C. Johnson Sign Company. Bill Kabler said it was for an accident damaging a sign on the west side of town. We billed the insurance company of the person who did the damages, but we did not receive payment yet. Alderman Nessling asked about the ribbons for award ceremony. Chief Koletsos said this was for the Police Department. Alderman Feldmann asked if we are using two different electric companies. Bill Kabler said that we are using two companies. Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Riesterer. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin presented Commission Expenditures. Alderman Riesterer asked how many kids attend the Halloween Craft event. Mayor Sherwin said it is a well attended event. Alderman Patti made a motion to approve the Commission Expenditures; seconded by Alderman Delgado. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Under New Business:
Mayor Sherwin talked about Resolution R-21-2007, A resolution authorizing a County of Cook no cash bid program application to secure a tax certificate of purchase for the nonpayment of real estate taxes on a certain parcel of real property of the City of Northlake, Cook County, Illinois. This is for a piece of property behind King Arthur for $1.00 if the taxes are not paid. Alderman Patti made a motion to approve Resolution R-21-2007; seconded by Alderman Riesterer. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin discussed Resolution R-22-2007, A resolution of the City of Northlake, Cook County, Illinois, supporting the transfer of a class 6B real estate tax assessment classification to NL properties. LLC. The data processing center has acquired another two acre parcel to the south. The zoning board approved the consolidation of the two parcels. This resolution would extend the 6B to the additional parcels. Alderman Grochowski made a motion to approve Resolution R-22-2007; seconded by Alderman Riesterer. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin talked about the improvements to the Creekside Village apartments. The representatives from Sibley Partners spoke about the improvements. They plan to tear off and replace all five of the apartment’s roofs and the three individual huts that house laundry and maintenance. The cost will be $60,100.00. The gutter installation will be $8,000.00 which will be gutters throughout the property. The exterior painting which includes the railings, stairwells, doors, fascia, hardy plank and anything else that needs to be painted will be $29,600.00. Railings and the stairwells is $106,000.00. This is for replacement of 18 stairwells. There will be a renovation of the three huts. Two of them will be converted in to laundry facilities by using half of the space the other half will be maintenance. The third hut will be a maintenance shed for now and when the condo conversion happens the association will decide on what do with the middle hut. The lighting will be a hardy plank along the outside, remove the steeple on each hut and drywall patch and repair the inside and stub out for washers and dryers. This will cost $18,000.00. The next amount for $54,200.00 is lumped into the miscellaneous category. This includes the huts, dumpster enclosures, lighting installation, storm door removal, mailbox installation, concrete repair and the air conditioner grills. The dumpster enclosures will be rebuilt. We will be going with hardy plank and not brick. We will be replacing 180 lights – 80 outside of each door and 100 underneath the walkways. The existing storm doors will be removed. They will not be replaced. The mailboxes will be replaced. Concrete repair work will also have to be done. The air conditioner grills need to be replaced or installed. The signage package is $10,485.00 and installation is $750.00. The washers and dryers for the huts will be $9,600.00. The down units, which is the 26 united that were not being used. The repair will be $65,000.00. Bicycle racks will be $994.00. The marketing campaign will cost $4,000.00. And the last amount is for contingency at $30,000.00.
Mayor Sherwin asked if they explored the possibility of someone coming and supplying and maintaining the washers and dryers. The only way we could do this is to agree to a longer term. Mayor Sherwin suggested French Maid in Chicago. They will look into this.
Alderman Feldmann said that the quote from Denyse Signs did not include the plaques. She asked if this will be an additional cost on top of the original quote. Sibley Partners will get this corrected. They will have to see what the cost difference will be.
Mayor Sherwin said that we are looking into getting some grant money to redo the parking lots and the free standing lighting throughout the parking lots.
Alderman Grochowski said that the residents that attended the open house were very pleased with the progress of Creekside Village.
Alderman Patti made a motion to approve the improvements to Creekside Village apartments; seconded by Alderman Feldmann. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Alderman Patti made a motion to fast track the AM Audit information to executive session; seconded by Alderman Delgado. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin talked about the storm damage. He said that even though the Governor proclaimed Northlake a disaster area we will not get any FEMA money. Cook County did not reach the threshold of 15 million. Mayor Sherwin said that we will have to create a line item in the budget to cover the costs we incurred from the storm. Mayor Sherwin feels that the 2 weeks it took to pick up all the branches was very good compared to some other towns where the branches will not be picked up until October.
Mayor Sherwin said that Northlake residents can get up to 2 yards of mulch delivered to their homes from Public Works due to the storm. We will be sending out post cards about the mulch and reminding them of the paint recycling.
Mayor Sherwin said that there was some confusion regarding the boil order and this points up the need to get the reverse 911 system going. Northlake was not in the boil order.
Mayor Sherwin said that the residents came together during the storm and helped each other.
Dale Roberts said that Public Works is going out and looking at the trees on the parkways to see if they need to be taken down. Mayor Sherwin said that the trees will be replaced if they are taken down.
Bill Kabler talked about getting some additional software for automatic payments so our residents can pay their water bill with a credit card instead of just paying the bill from their checking account. Alderman Feldmann asked about the security of the credit cards for this type of payment. Bill Kabler said that there is nothing to worry about.
Mayor Sherwin said the Budget Meeting will be Monday, October 29, 2007 at 6:00 p.m.
Mayor Sherwin brought up Northlake Days 2008. He said we need to come up with some bands for Friday night. He is ok with Saturday’s bands. We will be getting some military equipment for Northlake Days.
There being no further business, Alderman Patti made a motion to adjourn; seconded by Alderman Delgado. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
