COMMITTEE OF THE WHOLE MEETING
HELD ON MONDAY, AUGUST 6, 2007
MAYOR SHERWIN CALLED THE MEETING TO ORDER AT 6:30 P.M.

The committee reviewed the minutes of the July 16, 2007 meeting. Alderman Grochowski made a motion to approve the minutes of the July 16, 2007 meeting; seconded by Alderman Patti. Mayor Sherwin asked if there were any corrections or deletions. Mayor Sherwin called for a voice vote. All were in favor. The minutes were approved.
Mayor Sherwin presented Invoices Over One Thousand Dollars. This invoice is for additional equipment at the Mink Park. Alderman Padilla made a motion to approve invoices over one thousand dollars; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin presented the Warrants and Vouchers. Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Feldmann. Alderman Padilla asked if any of the beavers have been caught. Mark Rail said no. Alderman Feldmann asked if it would be cheaper to purchase our own beaver traps then to hire out. Mayor Sherwin said you need to be licensed to trap beavers. Mark Rail said we have caught 6 beavers in the last 5 years. Mark will investigate to see what it takes to get a license. Alderman Padilla asked about the removal of the antenna system from the roof of West Leyden. Chief Koletsos said this is part of our radio system. Alderman Padilla asked if we are still using Citgo. Chief Koletsos said that we are done going to Citgo. Alderman Feldmann asked about the Cable and Internet bills. Bill Kabler said that this is for internet service for the Police Department and for Public Works. Alderman Feldmann asked what Nice Systems is. Chief Koletsos said that is the name of company they do their televised training with. They bought out the other company. Alderman Feldmann asked about Ameriprise Insurance Company. Bill Kabler said this is for an accident. This was for a vehicle. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin presented the Commission Expenditures. Alderman Patti made a motion to approve the Commission Expenditures; seconded by Alderman Riesterer. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin talked about the Addison Creek Restoration Commission. This is a newly created political entity that is 2 years old. It is comprised of 7 towns which include Northlake, Melrose Park, Stone Park, Bellwood, Westchester, North Riverside and Broadview. They are seeking a solution to the flooding problem along the creek. Over half of Bellwood is in the flood plane. Westchester is a good third in the flood plane. Last year they received money from the state. Mayor Sherwin asked them if they could include dam removal on our part of the creek. The engineers came up with a figure of $100,000.00. The Addison Creek River Conservancy District has agreed to pay $50,000.00. The Restoration Commission wants us to approve the concept and place it on their agenda so they will pick the other half and include this as part of their whole flood relief effort. This would add not only flood relief but would give the ecological benefits that any funding would require. They will be making a presentation on August 29th at Grant Park. A letter will be sent out to everyone in the flood plane. Preliminary engineering results seem to be that the City of Northlake will not see any significant flood relief. The Addison Creek Restoration Commission meeting is August 16th. Alderman Patti made a motion for endorsement and approval of the Addison Creek Restoration Commission to fund the engineering study for the removal of dams on Addison Creek and for restoration of the natural watercourse; seconded by Alderman Delgado. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin discussed the 2007 Sidewalk Program. In addition to the sidewalks that are federal funded, which they are paying 80% for, we are also doing sidewalks on the 100 block of S. Marilyn and the 200 block of Caryl. We budgeted $60,000.00 for the program. R.E. Rhode did the work last year and has the lowest bid this year which is $57,200.00. Alderman Patti made a motion to award the 2007 Sidewalk Program to R.E. Rhode; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin brought up the engineers recommendation for the City Hall Park Lot Improvements to Chicagoland Paving Contractors. Alderman Patti made a motion to approve; seconded by Alderman Riesterer. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin brought up the engineers recommendation for the King Arthur Sanitary Sewer Improvements to American Pipe Liners, Inc. Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin talked about the purchase of snowflake decorations for North Avenue. Mayor Sherwin would like to only outfit one decoration with the LED bulbs to see what it looks like at night. The LED bulbs may be dimmer. Mayor Sherwin would like to purchase the snowflakes and reserve commentary on the LED bulbs. Alderman Patti made a motion to approve; seconded by Alderman Riesterer. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin talked about the annual testing of fire hydrants. ISO had not evaluated the City of Northlake for its fire insurance rating for some time. The fire department flushes the hydrants and does a visual check on the hydrants. By hiring this company, they will go out to flush and check the pressure readings. The fire department cannot do this testing due to liability. Alderman Feldmann suggested doing the entire city at once to have a baseline for ISO and then go to the 20% every year to keep it on the five year plan. Alderman Patti agreed with Alderman Feldmann. Alderman Patti made a motion to approve the testing and to hire Spillane Fire Protection; seconded by Alderman Feldmann. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin presented Ordinance O-19-2007; An ordinance providing for automated traffic law enforcement systems and for administrative adjudication of automated traffic law violation in the City of Northlake and authorizing the city to enter into agreements concerning the enforcement systems and services related thereto. This would let us put cameras at intersections if we desire. Mayor Sherwin said that running red lights is one of the major causes of accidents. The compliance rate with the red light cameras improve dramatically. Alderman Grochowski made a motion to approve; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin talked about Ordinance O-26-2007. We neglected to put the hours on the ordinance. The hours will be midnight and 2:00. Alderman Patti made a motion to approve, seconded by Alderman Riesterer. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin brought up the Red Flex Contract. This is the company who will be installing the cameras at intersections. Alderman Patti made a motion to approve; seconded by Alderman Delgado. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin talked about the H & H Electrical Maintenance for 1 year. There was a price increase for a few items. Alderman Riesterer made a motion to approve; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin said that 20 condos have been sold with 1 reservation.
Under New Business; There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
