MINUTES OF THE FINANCE & RULES

COMMITTEE OF THE WHOLE MEETING

HELD ON MONDAY, JUNE 1, 2009

 

 

MAYOR SHERWIN CALLED THE MEETING TO ORDER AT 6:38 P.M.

 

Clerk Floistad called for the roll.

The committee reviewed the minutes of the May 18, 2009 meeting.  Alderman Patti made a motion to approve the minutes of the May 18, 2009 meeting; seconded by Alderman Feldmann.  Mayor Sherwin called for a voice vote.  All were in favor.  The minutes were approved.

 

Mayor Sherwin presented the Invoice Over One Thousand Dollars that Chief Koletsos submitted that evening.  It is for the antenna for the new tower at the new Police Station at a cost of $4,174.30.  Alderman Patti made a motion to approve; seconded by Alderman Riesterer.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin presented the Warrants and Vouchers.   Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Delgado.  Alderman Patti asked if the drug tests were the random tests.  Bill Kabler said yes they were.  Alderman Padilla asked about the payment to Amalgamated Bank of Chicago.  Bill Kabler said this was a water bond payment for bringing water to Northlake from Melrose Park.  Mayor Sherwin called for a voice vote.  All were in favor. The motion carried.

 

Mayor Sherwin presented the Commission Expenditures.  Alderman Patti made a motion to approve the Commission Expenditures; seconded by Alderman Delgado.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried

Mayor Sherwin presented Ordinance O-16-2009, An Ordinance Authorizing the Issuance of not to Exceed $12,500,000 General Obligation Variable Rate Demand Bonds (Taxable) Series 2009 of the City of Northlake, Illinois.  Walter Stock from Mesirow Financial gave a presentation regarding this bond.  This is a 25 year bond.  Alderman Patti made a motion to approve Ordinance O-16-2009; seconded by Alderman Grochowski.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Next, is the approval of the Indenture of Trust by and Between the City of Northlake, Illinois and Amalgamated Bank of Chicago.  They will handle the bond payments.  Alderman Patti made a motion to approve; seconded by Alderman Padilla.   Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

The next item, Ordinance O-17-2009, An Ordinance Regulating Portable Storage Units and Amending Title Eight of the City Code of the City of Northlake, Cook County, Illinois should go directly to City Council Meeting.  Mayor Sherwin asked what changes were made.  Alderman Patti said it was changed to reflect only 1 storage unit not 2 on the property.  Also,  limitations such as a time frame of 30 days and they can extend it for 15 days.  The building department will make the decision whether to extend the time or not. Alderman Patti made a motion to approve Ordinance O-17-2009; seconded by Alderman Delgado.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin talked about Ordinance O-18-2009, An Ordinance Prohibiting Charitable Collection Boxes and Amending Section 4-3-A-7 of the City Code of the City of Northlake, Cook County, Illinois.  The companies are not keeping the boxes cleaned up.  Alderman Patti made a motion to approve Ordinance O-18-2009; seconded by Alderman Riesterer.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Delgado.  Mayor Sherwin called for a voice vote. All were in favor.  The motion carried.
