MINUTES OF THE FINANCE & RULES

COMMITTEE OF THE WHOLE MEETING

HELD ON MONDAY, APRIL 20, 2009

 

 

MAYOR SHERWIN CALLED THE MEETING TO ORDER AT 6:30 P.M.

 

Clerk Floistad called for the roll.

The committee reviewed the minutes of the April 6, 2009 meeting.  Alderman Patti made a motion to approve the minutes of the April 6, 2009 meeting; seconded by Alderman Grochowski.  Mayor Sherwin called for a voice vote.  All were in favor.  The minutes were approved.

 

Mayor Sherwin presented the Invoices Over One Thousand Dollars.  Alderman Grochowski made a motion to approve the Invoices Over One Thousand Dollars; seconded by Alderman Patti.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin presented the Warrants and Vouchers.   Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Delgado.  Mayor Sherwin called for a voice vote.  All were in favor. The motion carried.

 

Mayor Sherwin presented the Commission Expenditures.  Alderman Patti made a motion to approve the Commission Expenditures; seconded by Alderman Feldmann.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried

Mayor Sherwin talked about the conversion to LED/Battery Backup for Traffic Signals.  He said the one benefit of LED Traffic Signals is the fact you can now have a battery back up that will take us through an entire power failure.  This is a state program, but Meade Electric is willing to go ahead and wait for payment from the state.  They just ask that we pay our portion at the intersections where we have some responsibility.  Our cost would be $37,000.00.  Next year the North Central Council of Mayors is looking at the intersections that our totally under our control.  The North Central Council of Mayors is talking about doing a program where they will pick up 80% of the cost and we would pick up 20% plus the design fee.  Alderman Patti made a motion to approve the conversion to LED/Battery Backup for Traffic Signals; seconded by Alderman Feldmann.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin talked about Ordinance O-09-2009, An Ordinance Increasing Certain Fines and Amending Sections 5-6-4-1 and 5-6-4-2 of the Municipal Code of the City of Northlake.  This ordinance would increase the fines up to $1,000.00.  Alderman Patti made a motion to approve Ordinance O-09-2009; seconded by Alderman Riesterer.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Alderman Patti made a motion to approve Ordinance O-10-2010; An Ordinance Reserving Volume Cap in Connection with Private Activity Bond Issues by the City of Northlake, Cook County, Illinois; seconded by Alderman Nessling.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin presented Ordinance O-11-2009, An Ordinance Authorizing the City of Northlake, Cook County, Illinois to Borrow Funds from the Public Water Supply Loan Program.  He said that under the stimulus package, water main work will be loaned out at 0% interest.  Half of it will be on the regular EPA loan at 0% and the other half will be stimulus money which they will forgive half of the half.  So, 25% of the total will forgiven as part as the stimulus money and ¾‘s of it will be loaned out at no interest. This is not a sure thing, but we were prompt on submitting our paperwork which may give us an advantage. Alderman Patti made a motion to approve Ordinance O-11-2009; seconded by Alderman Feldmann.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Alderman Patti made a motion to approve Ordinance O-12-2009, An Ordinance Prohibiting Panhandling and Amending Title 4 of the Municipal Code of the City of Northlake; seconded by Alderman Riesterer.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried. 

 

Mayor Sherwin talked about Ordinance O-13-2009, An Ordinance Providing a Community Service Work Alternative for the Adjudication Program and Amending Section 1-15-11 of the City Code of the City of Northlake, Cook County, Illinois.  He stated that there are instances where community service would be an appropriate resolution.  It would be voluntary and it would be up to that person to seek out a non-for-profit group and submit a letter to the adjudication officer that they served their community service.  The community service is up the discretion of the hearing officer.  Alderman Patti made a motion to approve Ordinance O-13-2009; seconded by Alderman Padilla.  Mayor Sherwin called for a voice vote. All were in favor.  The motion carried.

 

Alderman Grochowski made a motion to approve Ordinance O-14-2009, an Ordinance Vacating a Portion of an Alley Lying South of Lot 17 in the City of Northlake, Cook County, Illinois; seconded by Alderman Delgado.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin talked about Ordinance O-15-2009, An Ordinance Amending Section 3-3-4-5, 3-3-4-6 and 3-3-4-7 of the City Code of the City of Northlake, Cook County, Illinois.  This will eliminate the distinction of the 25% bar area and 75% area and also a provision in the ordinance that says “No class A or AL licenses shall be created after April 20, 2009.  This is the regular tavern license.  The ones already there will remain.  A liquor license would now fall under class D which is a service bar with a restaurant.  Alderman Patti made a motion to approve Ordinance O-15-2009; seconded by Alderman Delgado.   Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin brought up the lighting of the bike path.  There is one section left.  Veteran’s Park District has agreed to split the cost of $54,000.00. This will also include finishing up on Golfview Drive.  Alderman Patti made a motion to approve the lighting of the bike path; seconded by Alderman Feldmann.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin talked about the purchase of a recycling collection system for city events.  We have tried the cardboard boxes in the past but you can throw garbage in them.  These containers have lids with circles to encourage people to recycle cans and bottles. We would be getting 20 frames plus the transporter.  Dale Roberts said he is concerned that people will come in at night and steal the recyclable things or the frames. Alderman Patti made a motion to approve; seconded by Alderman Feldmann.   Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried. 

 

Alderman Grochowski made a motion to approve a raffle for West Leyden “If It Has Wheels Club”; seconded by Alderman Riesterer.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Alderman Patti made a motion to approve Resolution R-0-2009, A Resolution Urging Passage of a Comprehensive Capital Infrastructure Program; seconded by Alderman Grochowski.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin talked about the remodeling of City Hall.  One of the things discovered was that a couple of posts hidden in the hallway wall that we will have to deal with.  Alderman Patti made a motion to let the architect come up with a design for City Hall; seconded by Alderman Riesterer.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti.  Mayor Sherwin called for a voice vote. All were in favor.  The motion carried.
