MINUTES OF THE FINANCE & RULES

COMMITTEE OF THE WHOLE MEETING

HELD ON MONDAY, JANUARY 4, 2010

 

 

MAYOR SHERWIN CALLED THE MEETING TO ORDER AT 6:30 P.M.

 

Clerk Floistad called for the roll.

 

ROLL CALL:

The committee reviewed the minutes of the December 21, 2009 meeting.  Alderman Grochowski made a motion to approve the minutes of the December 21, 2009 meeting; seconded by Alderman Riesterer. Mayor Sherwin called for a voice vote.  All were in favor.  The minutes were approved.

 

Mayor Sherwin presented Invoices Over One Thousand Dollars.  Alderman Delgado made a motion to approve the Invoices Over One Thousand Dollars; seconded by Alderman Grochowski.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.  

 

Mayor Sherwin presented the Warrants and Vouchers.   Alderman Feldmann made a motion to pay the Warrants and Vouchers; seconded by Alderman Riesterer.   Mayor Sherwin called for a voice vote.  All were in favor. The motion carried.

 

 

 

Under New Business;

 

Mayor Sherwin talked about Ordinance O-01-2010, An Ordinance Establishing Water Service Rates and Sewer Service Rates for the City of Northlake, Cook County, Illinois.  He said the City of Chicago raised the rates 14% as of January 1, 2010 and we to have to raise our rates 9.4%.  Alderman Nessling made a motion to approve; seconded by Alderman Delgado.  All were in favor.  The motion carried.

 

 

Mayor Sherwin presented Ordinance O-02-2010, An Ordinance Establishing Special Service Area Number 1 in the City of Northlake.  The levy will be used to pay for the fire sprinkler and other life safety improvements on the property.  Alderman Grochowski made a motion to approve Ordinance O-02-2010; seconded by Alderman Feldmann.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin said there is a Public Hearing tonight and he suggests that we wait on the annexation ordinances until after the hearing.  Alderman Grochowski made a motion to table Ordinance O-03-2010 and O-04-2010 until the City Council meeting; seconded by Alderman Delgado.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Bill Kabler talked about the agreement with Wright Express to pay our bills on line.  We could pay approximately 2 million dollars on line over 1 year.  This would save on envelopes and stamps and they give us a kick back at the end of the year.  The program has to be written after we sign a contract. Alderman Padilla made a motion to sign the agreement with Wright Express to pay bills on line; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin talked about our new water bills and the ads that will go out with them.       

 

There being no further business, Alderman Delgado made a motion to adjourn; seconded by Alderman Riesterer.  Mayor Sherwin called for a voice vote. All were in favor.  The motion carried.
