                                                   MINUTES OF THE FINANCE & RULES

                                               COMMITTEE OF THE WHOLE MEETING

                                                  HELD ON MONDAY, JULY 16, 2007

 

MAYOR SHERWIN CALLED THE MEETING TO ORDER AT 6:30 P.M.

 

Clerk Floistad called for the roll.

The committee reviewed the minutes of the July 9, 2007 meeting.  Alderman Grochowski made a motion to approve the minutes of the July 9, 2007 meeting; seconded by Alderman Patti.  Mayor Sherwin asked if there were any corrections or deletions.  Mayor Sherwin called for a voice vote.  All were in favor.  The minutes were approved.

 

Mayor Sherwin presented the Warrants and Vouchers.  Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Riesterer.   Alderman Patti had a question regarding the basement window for public works.  Dale Roberts said this was for an office window that was rotting.  Alderman Patti asked why we are paying for the grass cutting on Hayes, Victoria and Fullerton.  Mayor Sherwin said the realtor only lists the property, but when we get complaints from residents we just cut the grass.  We put a lien on the property.  Sometimes we collect and sometimes we do not.  It depends on what point in the foreclosure we placed the lien.  Alderman Patti also asked if the $838.75 for the Movies in the Park was our share. Bill Kabler said that this was our half.  Veterans Park pays the other half.  Alderman Grochowski asked about the Microsoft Windows Server.  Bill Kabler said this is for the Police Department.  Alderman Grochowski asked about the tire mounting and tire purchase for squad 907.  Chief Koletsos said that the mounting was the rate for fixing a flat.  Alderman Grochowski asked about Thompson Mechanical service to freezers.  Dale Roberts said that we service the freezers for Northlake Days every year.   Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin presented the Commission Expenditures.  Alderman Patti asked if we normally issue a scholarship for $1000.00.  Mayor Sherwin said we did at one time, but asked if this is in the budget.  Bill Kabler said that it was.  Mayor Sherwin said he would like to discuss this in executive session.     Alderman Patti made a motion to approve the Commission Expenditures except the scholarship; seconded by Alderman Padilla.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

    

 

Under New Business;   Mayor Sherwin said that at the Public Safety meeting they discussed noise and D.J.’s.  The committee recommends a fee structure.  This first offense would be a warning and they would have to attend a community civics class.  If it is a repeated offense, the fine would be $250.00 for the 2nd offense; 3rd offense would be $500.00.  Chairman Patti said they would like to include block parties and private parties on the ordinance.  Also, the committee would like to change P and Q to reflect 35 feet.  Mayor Sherwin suggested putting some sort of decibel level on the ordinance.  We would then purchase a decibel reading device to measure the noise level.  Mayor Sherwin suggested looking at other towns ordinances and come up with a happy medium.     

 

Mayor Sherwin brought up the sale of surplus equipment in the Police Department.  Chief Koletsos said he has old equipment from the Ford vehicles he is looking to sell.  Alderman Grochowski suggested that Public Works look at the equipment to see if they need anything.  Dale Roberts will do this.  Alderman Nessling said that he has talked to some people from Veteran’s and they may be interested in the close circuit cameras.  Dale Roberts is also interested in these.  Alderman Patti made a motion to authorize the sale of surplus equipment in the Police Department; seconded by Alderman Riesterer.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin presented Ordinance O-25-2007; An ordinance requiring inspections and transfer stamps for the transfer of real estate and amending title 8 of the code of ordinances of the City of Northlake, Cook County, Illinois.  This would amend the transfer stamp ordinance.  This would take out the part where we are going to hold escrow to insure the repairs.    Alderman Patti made a motion to approve Ordinance O-25-2007; seconded by Alderman Grochowski.    Mayor called for a voice vote.  All were in favor.  The motion carried.

 

There being no further business, Alderman Patti made a motion to adjourn; seconded by Alderman Delgado.   Mayor Sherwin called for a voice vote. All were in favor.  The motion carried.
