MINUTES OF THE FINANCE & RULES

COMMITTEE OF THE WHOLE MEETING

HELD ON MONDAY, OCTOBER 19, 2009

 

 

MAYOR SHERWIN CALLED THE MEETING TO ORDER AT 6:30 P.M.

 

Clerk Floistad called for the roll.

 

ROLL CALL:

The committee reviewed the minutes of the October 5, 2009 meeting.  Alderman Patti made a motion to approve the minutes of the October 5, 2009 meeting; seconded by Alderman Feldmann.  Mayor Sherwin called for a voice vote.  All were in favor.  The minutes were approved.

 

Mayor Sherwin presented the Invoices Over One Thousand Dollars.  Alderman Grochowski made a motion approve the Invoices Over One Thousand Dollars; seconded by Alderman Patti.  Mayor Sherwin called for a voice vote. All were in favor.  The motion carried.

 

Mayor Sherwin presented the Warrants and Vouchers.   Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Delgado. Alderman Feldmann inquired about a double payment.  Bill Kabler said he will check into this matter. Mayor Sherwin called for a voice vote.  All were in favor. The motion carried.

 

Mayor Sherwin presented the Commission Expenditures.  Alderman Patti made a motion to approve the Commission Expenditures; seconded by Alderman Grochowski.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

 

Under New Business;

 

Alderman Patti made a motion to table the Towing Proposals to the next council meeting on November 2, 2009; seconded by Alderman Riesterer.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

 

 

Alderman Patti made a motion to approve Resolution R-16-2009, A Resolution Authorizing the Submittal and Execution of the Subrecipient Agreement for the 2008 Community Development Block Grant Program with the County of Cook, IL for Project #08-205-R; seconded by Alderman Grochowski.   Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Pat Cullerton spoke in behalf of Go To Logistics.  They would like the City of Northlake to pass a resolution in favor of a Class 6b incentive for the property at 165 W. Lake Street.  The property has been mostly vacant for almost 2 years and entirely vacant as of March 2009. 

 

Nick Meyers gave a detailed report on the company.  The entire company will be based in Northlake.  With expansion they plan to hire new employees across the board.  Mayor Sherwin asked where they would be purchasing their truck fuel and mentioned several gas stations located in Northlake.

 

This building will be rehabbed to fit their needs.  Approximately a third of the current building will be demolished.  Mayor Sherwin asked if they would consider donating their I beams to the City of Northlake to be used as planters.  They agreed. 

 

The company will get taxed as residential property for a period of 10 years.  After that period, the tax will go up to the regular rate unless we renew the 6b.  Mayor Sherwin suggested that they work out an easement deal with Rossi to take advantage of their stoplight. 

 

Alderman Patti made a motion to approve Resolution R-18-2009, A Resolution Authorizing 6(b) Classification for Real Property Located at 165 W. Lake Street in the City of Northlake, Illinois pursuant to Cook County Real Property Classification; seconded by Alderman Nessling.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti.  Mayor Sherwin called for a voice vote. All were in favor.  The motion carried.
