MINUTES OF THE FINANCE & RULES
COMMITTEE OF THE WHOLE MEETING
HELD ON MONDAY, OCTOBER 5, 2009
MAYOR SHERWIN CALLED THE MEETING TO ORDER AT 6:30 P.M.
Clerk Floistad called for the roll.

The committee reviewed the minutes of the September 21, 2009 meeting. Alderman Patti made a motion to approve the minutes of the September 21, 2009 meeting; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The minutes were approved.
Mayor Sherwin presented the Invoices Over One Thousand Dollars. Alderman Patti made a motion approve the Invoices Over One Thousand Dollars; seconded by Alderman Padilla. Dale Roberts asked if we should lock in for 1, 2 or 3 years for the Tru Green goose control and it was agreed to lock in for 3 years. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin presented the Warrants and Vouchers. Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin presented the Commission Expenditures. Alderman Patti made a motion to approve the Commission Expenditures; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Under New Business;
Mayor Sherwin talked about Ordinance O-25-2009, An Ordinance Establishing Certain Hours for the Sale of Alcoholic Liquor and Amending Section 3-3-5-3 of the City Code of the City of Northlake, Cook County, Illinois. The old ordinance was for retail and it was not clear if that included sales of individual drinks. Mark Sterk said it was for both. Mayor Sherwin wanted to clean it up so that we know exactly what we are talking about. The old ordinance said you could start selling alcohol everyday at 9:00 a.m. everyday of the week except Sunday. A discussion took place regarding alcohol being sold early on Sundays. Alderman Patti made a motion to change the time to 10:00 a.m. on Sundays; seconded by Alderman Straube. Mayor Sherwin called for a voice vote. Alderman Delgado voted nay. The majority were in favor. The motion carried.
Mayor Sherwin brought up Ordinance O-26-2009, An Ordinance Deleting ClassD-1 Liquor Licenses, Increasing Class D and Class E Liquor Licenses and Amending Section 3-3-4-6 of the City Code of the City of Northlake, Cook County, Illinois. Alderman Nessling made a motion to approve Ordinance O-26-2009; seconded by Alderman Straube. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin talked about the remodeling of City Hall. Alderman Patti made a motion to approve the hiring of KRW Consulting Groups for the Remodeling of City Hall; seconded by Alderman Feldmann. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin asked Bill Kabler when a preliminary budget will be ready. Bill Kabler said he will have it by November 1, 2009. The council decided possibly on November 23rd for the budget meeting
There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
