                                               MINUTES OF THE 1,314TH MEETING OF

                                         CITY COUNCIL OF THE CITY OF NORTHLAKE

                                                    HELD ON MONDAY MAY 7, 2007

 

The regular meeting was called to order at 7:00 P.M.  Mayor Sherwin asked everyone to stand for the pledge of allegiance.  Mayor Sherwin called for the roll.

Mayor Sherwin presented the minutes of the regular meeting held on April 16, 2007.  Alderman Patti made a motion to accept the minutes of the regular meeting held on April 16, 2007; seconded by Alderman Delgado.  Mayor Sherwin asked if there were any additions or corrections.    Mayor Sherwin called for a voice vote.  All were in favor.

 PRESENTATIONS:

 

Mayor Sherwin presented a plaque to Alderman Mike Dunne for his service as aldermen for the City of Northlake.

 

Mayor Sherwin held the drawing for the beer booth for Northlake Days.  Northlake Baseball will be working the beer booth for Northlake Days.

 

Alderman Patti made a motion to pay the warrants and vouchers if and when the funds become available; seconded by Alderman Delgado.  Mayor Sherwin called for the roll.

REPORTS OF THE STANDING COMMITTEES:

 

The Public Safety Committee has two vacancies.  Mayor Sherwin asked if anyone was interested in serving on the committee to please let him know before the next council meeting.

 

Mayor Sherwin set a date for the planning session.  It will be May 22, 2007 at 7:00 p.m.

 

 Fred Paul, Treasurer, presented a couple of checks.  The Illinois Public Risk Fund, a safety grant for Public Works, in the amount of $18,600.00.  The next check is from Cook County.  This is a Community Development and Block Grant for 2005 King Arthur in the amount of $158,721.69.

 

Alderman Patti said she received a phone call from one of her constituents regarding the apartments on Grand Avenue.  He was complaining that some of the apartments are in run down condition, unlicensed cars in the parking lot, the grounds are unkempt, garbage was being stored on porches and people were running clotheslines and hanging laundry outside.  Alderman Patti made the recommendation that the individual contact our code enforcement officer to take a look at the situation.  Mayor Sherwin said that he received an e-mail from the same individual and he forwarded it to code enforcement. 

 

Alderman Padilla said that some of his residents are requesting speed bumps.  Alderman Patti told him to contact the Public Safety Committee.

NEW BUSINESS:

 

Mayor Sherwin discussed the motion to approve the Parade Route for Northlake Days.  Mayor Sherwin said that crossing or using North Avenue has been a big problem in recent years.  It ties up a state route considerably.  He referred to the maps in the Alderman’s packets.  Mayor Sherwin asked if anyone came up with thoughts on this subject.  A lengthy discussion took place.  Alderman Delgado expressed her displeasure of not having the parade cross North Avenue.  The parade will be a circular route starting at Palmer, going down Wolf to County club, to Roberta, up to Lyndale and back out to Wolf Road.  Alderman Patti made a motion to approve the Parade Route for Northlake Days; seconded by Alderman Feldmann.  Mayor Sherwin called for a voice vote.  Alderman Delgado and Alderman Padilla voted nay.  The motion carried.   

    

Mayor Sherwin brought up the Bill board Leases.  Alderman Patti made a motion to approve the Billboard Leases; seconded by Alderman Delgado.  Mayor Sherwin called for the roll.

Mayor Sherwin presented Ordinance O-15-2007, An ordinance Providing for Resident Only Parking and Amending Title 6 of the City of Northlake, Cook County, Illinois.  Alderman Grochowski made a motion to approve Ordinance O-15-2007; seconded by Alderman Delgado.

Mayor Sherwin called for the roll.

Next, Mayor Sherwin presented Ordinance O-16-2007, An Ordinance Authorizing the Sale by Public Auction Personal Property Owned by the City of Northlake, Cook County, Illinois. Alderman Patti made a motion to approve Ordinance O-16-2007; seconded by Alderman Delgado.  Mayor Sherwin called for the roll.

Mayor Sherwin brought up Resolution R-12-2007, A Resolution of Continued Support of and Participation in the West Cook County Solid Waste Agency’s Regional Disposal Project.  Alderman Patti made a motion to approve Resolution R-12-2007; seconded by Alderman Grochowski.   Mayor Sherwin called for the roll.

Mayor Sherwin brought up Resolution R-15-2007, A Resolution Expressing Intent to Continue participation in the Suburban tree Consortium and to Authorize Certain Purchases for FY-2007.  Alderman Riesterer made a motion to approve Resolution R-15-2007; seconded by Alderman Feldmann.  Mayor Sherwin called for the roll.

CERTAIN PURCHASES FOR FY 2007 CARRIED.

 

Mayor Sherwin opened the discussion to the public.

 

A resident wanted to know what happened to the ordinance regarding no trailer parking or tow trucks in your driveway.  Mayor Sherwin said that this ordinance is still on the books.  The resident wanted to know why these people are not being ticketed.  Mayor Sherwin told him he will have the police chief look in to this matter. 

 

George Hainault from 19 Wiltse Drive spoke.  He said a few meetings ago, Alderman Feldmann

talked about purchasing oil from Citgo and a few weeks ago Hugo Chavez took control of four more oil companies.  Mr. Hainault wanted to know where the city stands on gas purchases.  Mayor Sherwin said that Public Works is purchasing gas from Marathon and we are in process of making the switch from Citgo to Marathon or Shell for the Police Station. 

 

Mike Dunne of 300 S. 45th Avenue, prior Alderman of the 2nd ward spoke.  He wanted to thank Mayor Sherwin for choosing him to run with the Mayor eight years ago.  He also thanked Mayor Sherwin for keeping an open door policy and returning all of his phone calls.  He also thanked the department heads and administration for all their help.  He told the Aldermen that he holds everyone in high esteem for serving the City of Northlake and also individually for different reasons.  He congratulated Alderman Padilla for serving the city once again

 

Mayor Sherwin turned everyone’s attention to Rhodes Manor.  The terms and purchase price will be discussed in Executive Session.  Holly Fraccaro, Executive Director of the Northwest Housing Partnership addressing the board.  They were established in 1990 out of a research paper from Harper College.  The paper was about the balanced housing needs of the Northwest Municipal suburbs.  The mission of this organization is to bring private and public resources together in helping communities achieve balanced housing rolls.  She said that they have a first time home buyer program, an owner occupied loan program that helps current owners make repairs on their homes and they are also a developer of affordable housing,  She went on to explain that today they have developed senior housing.  They are interested in doing a project in Northlake. 

 

Mayor Sherwin and she met and he told her that the City of Northlake would like to acquire this property with the long term goal of converting it into affordable condos. Northwest Housing Partnership will act as the grant writer to bring some funds into the project, be the general contractor and then be an administrator of the units. 

 

Holly Fraccaro talked in length about the project. 

 

Alderman Straube made a motion to go into Executive Session at 8:05; seconded by Alderman Feldmann.  Mayor Sherwin called for a voice vote.  All were in favor.

Mayor Sherwin presented the motion to approve the purchase of Rhodes Manor for 4 million dollars.  Alderman Straube made a motion to approve; seconded by Alderman Riesterer.  Mayor Sherwin called for the roll.

Next, Mayor Sherwin talked about the purchase of 35 E. North Avenue.  Alderman Patti made a motion to place this on the agenda for the attorney to prepare an eminent domain ordinance for the next council meeting; seconded by Alderman Delgado.  Mayor Sherwin called for the roll.

 Mayor Sherwin presented the purchase of 29 S. Gail at the amount of $150,000.00.  Alderman Straube made a motion to purchase 29 S. Gail; seconded by Alderman Delgado.   Mayor Sherwin called for the roll.
