                                   CORRECTED  MINUTES OF THE 1,322TH MEETING OF

                                         CITY COUNCIL OF THE CITY OF NORTHLAKE

                                             HELD ON MONDAY SEPTEMBER 17 2007

 

The regular meeting was called to order at 7:00 P.M.  Mayor Sherwin asked everyone to stand for the pledge of allegiance.  Mayor Sherwin called for the roll.

Mayor Sherwin presented the minutes of the regular meeting held on August 20, 2007.  Alderman Patti made a motion to accept the minutes of the regular meeting held on August 20, 2007; seconded by Alderman Grochowski.  Mayor Sherwin asked if there were any additions or corrections.    Mayor Sherwin called for a voice vote.  All were in favor.

Alderman Patti made a motion to pay the warrants and vouchers if and when the funds become available; seconded by Alderman Delgado.  Mayor Sherwin called for the roll.

REPORTS OF THE STANDING COMMITTEES:

 

Chairman Patti said the Public Safety and Public Works Committee met on September 5, 2007.

The decibel reading device was discussed.  Chief Koletsos said he had one on order and the cost is around $500.00.  We will be using this in the command car for now and if it works out, another one will be put in a patrol car. 

 

The flood repercussions were discussed.  Chief Koletsos said we had a problem with our generator.  It ran for 32 hours and after 24 hours of running it started laboring and we had to call for an emergency generator.  Chief Koletsos stated that Norcom could not send out the warning tones because the radio frequency was overloaded. 

 

Chairman Patti said the reverse 911 system was discussed.  We asked if this system would work with cell phones and Chief Koletsos said it would. 

 

There were a lot of complaints in regards to the clean-up after the storm. 

 

Alderman Patti commended the Police Department and Public Works for the great job they did during and after the storm. 

 

The next Public Safety and Public Works Committee meeting will be held on Wednesday, October 3, 2007 at 6:00 p.m.

 

Alderman Feldman made a motion to accept the minutes from the Public Safety and Public Works meeting; seconded by Alderman Riesterer.  Mayor Sherwin called for the roll.  All were in favor.  The motion carried.

 

MOTION TO ACCEPT THE MINUTES FROM THE

PUBLIC SAFETY AND PUBLIC WORKS COMMITTEE MEETING ON

SEPTEMBER 5, 2007 CARRIED

 

Mayor Sherwin explained that  we are going to implement a new system to operate the dial a bus.  Reservations need to be made 24 hours in advance and you have to stay one hour at your destination before you are picked up.  This way we can have a schedule in advance and not last minute trips.  This will give us better coverage because we will know where the bus will be and what times are scheduled.  Residents will be notified of the new system. 

 

Mayor Sherwin said that IDOT is doing a comprehensive plan for the O’Hare bypass.  The bypass will bring a leg of the toll way the west side of the airport to tie in with the Elgin-O’Hare. There are 24 mayors in the effected towns will be on the steering committee.  Other forms of transportation will also be looked into such as extending the blue line through the airport, Schaumburg and the eastbound exit on North Avenue off of 290. 

 

Mayor Sherwin announced that the library is hosting a dedication/ open house on September 30th.

This coincides with the 50th anniversary of the library. 

 

Alderman Riesterer asked if it is possible to get their packets a day or so earlier than Friday.  Mayor Sherwin said that we will try.  Clerk Floistad said we do not have a problem having the packets ready early, we just need to get all the information from others earlier during the week.

 

Alderman Delgado also said that the residents of Northlake really pulled together after the storm.  Mayor Sherwin said the Fire Department did a great job too.   Alderman Padilla also said that Do Rite Construction came out and offered assistance to the residents.

Mayor Sherwin presented Resolution R-21-2007, A resolution authorizing a county of Cook no cash bid program application to secure a tax certificate of purchase for the nonpayment of real estate taxes on a certain parcel of real property of the City of Northlake, Cook County, Illinois.  Alderman Patti made a motion to approve Resolution R-21-2007; seconded by Alderman Grochowski.  Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-21-2007, A RESOLUTION

AUTHORIZING A COUNTY OF COOK NO CASH BID PROGRAM APPLICATION TO SECURE A TAX CERTIFICATE OF PURCHASE FOR THE NONPAYMENT OF REAL ESTATE TAXES ON A CERTAIN PARCEL OF REAL PROPERTY OF THE CITY OF NORTHLAKE, COOK COUNTY, ILLINOIS CARRIED

Mayor Sherwin presented Resolution R-22-2007, A resolution of the City of Northlake, Cook County, Illinois, supporting the transfer of a class 6B real estate tax assessment classification to NL Properties, LLC. Alderman Patti made a motion to approve Resolution R-22 -2007, seconded by Alderman Nessling.  Mayor Sherwin called for the roll.

ASSESSMENT CLASSIFICATION TO NL PROPERTIES, LLC CARRIED

 

Mayor Sherwin brought up the Creekside Village Capitol Improvement Program.  Alderman Patti made a motion to approve; seconded by Alderman Riesterer.  Mayor Sherwin called for the roll.

VILLAGE CAPITOL IMPROVEMENT PROGRAM CARRIED

 

Mayor Sherwin talked about the referral from the Zoning Board of Appeals, Planning and Economic Development Commission approval of a plat of Re-subdivision for 201 MacArthur.

Alderman Patti asked how they were able to knock the house down without going before the Zoning Board and the City Council.  Mayor Sherwin said anyone can knock a house down without going to the City Council, but he was concerned that the hole was dug.  Mayor Sherwin was told that the guy who knocked the house down thought he was doing the developer a favor by digging the hole.  Mayor Sherwin said the Zoning Board did have the plat of survey and the renditions.  Alderman Patti suggested that we fine them.  Mayor Sherwin said we can issue a ticket for proceeding without a permit.  Alderman Patti made a motion to approve; seconded by Alderman Grochowski.  Mayor Sherwin called for the roll.

Mayor Sherwin talked about the Consolidation of Plat of Subdivision for 601 northwest referred from the Zoning Board.  Alderman Nessling made a motion to approve, seconded by Alderman Riesterer.  Mayor Sherwin called for the roll.

Mayor Sherwin said the Aldi’s matter will be on the next agenda and the Zoning Board did approve the request for the rezoning. 

 

Mayor Sherwin opened up the discussion to the public.

 

George Hainault of 19 Wiltse Dr spoke.  Thanked Alderman Nessling and Riesterer for cutting up the tree and standing up his fence that fell over from the Wolf Ridge LLC.  They do not answer their phone anymore.  He stated that he did not get a response from Public Works regarding who is responsible for the tree and the fence. 

 

A resident of the 400 block of Laporte spoke about several incidents of drive by shootings.  She wanted to know why the residents of the block were not notified of these incidents.  Chief Koletsos said he did not have information on one of the shootings and the other shootings were not random shootings.  They were between rival gang members.  The resident said that our police officers were looking around her front lawn and she called the Police Department.  She was told it was a misdialed 911.  She wanted to know why her yard was searched and not her neighbor who dialed 911.  Chief Koletsos said he did not get information regarding this and suggested that she call him directly or the shift commander. 

 

This resident wanted to know what is being done to stop these shootings.  Chief Koletsos said that he wants everyone’s name and phone number to set up a meeting with everyone.  Chief Koletsos stated that he has 20% of his manpower on gang and drugs enforcement.   He also said that his department has a very good record of solving most of the shootings. 

Mayor Sherwin suggested setting up some meetings between the police department and the residents in the area so we can look at the whole situation to see what is being done and what could be done.  Penny Feldmann stated that she had a meeting with Chief Koletsos and she went back and spoke to the resident.  They discussed block meetings that could be organized.  Mayor Sherwin explained that she should have not waited until the council meeting and should have contacted the Chief immediately.      

 

Alderman Patti made a motion to go into Executive Session at 8:00 p.m.; seconded by Alderman Delgado.  Mayor Sherwin asked for a voice vote.  All were in favor.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti.  Mayor Sherwin called for a voice vote.  All were in favor.
