CORRECTED MINUTES OF THE 1,317TH MEETING OF CITY COUNCIL OF THE CITY OF NORTHLAKE HELD ON MONDAY JUNE 18, 2007
The regular meeting was called to order at 7:20 P.M. Mayor Sherwin asked everyone to stand for the pledge of allegiance. Mayor Sherwin called for the roll.
ROLL CALL: PRESENT: ALDERMAN STRAUBE, FELDMANN, DELGADO, PADILLA, NESSLING, REISTERER, GROCHOWSKI AND PATTI
OTHERS PRESENT: JOANNE FLOISTAD, CITY CLERK FRED PAUL, TREASURER DENNIS KOLETSOS, CHIEF OF POLICE WILLIAM KABLER, FINANCE DIRECTOR DALE ROBETS, SUPERINTENDANT OF PUBLIC WORKS MIKE MCGRATH, CITY ATTORNEY
Mayor Sherwin presented the minutes of the regular meeting held on June 4, 2007. Alderman Patti made a motion to accept the minutes of the regular meeting held on June 4, 2007; seconded by Alderman Delgado. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor.
MOTION TO ACCEPT THE MINUTES OF THE JUNE 4, 2007 CITY COUNCIL MEETING CARRIED
Appointments/RE-APPOINTMENTS:
Alderman Feldmann made a motion to appoint Ron Boscaccy to the City Zoning Board; seconded by Alderman Nessling. Mayor Sherwin called for the roll.

PRESENTATIONS:
Alderman Patti made a motion to pay the warrants and vouchers if and when the funds become available; seconded by Alderman Delgado. Mayor Sherwin called for the roll.

MOTION TO PAY THE WARRANTS AND VOUCHERS CARRIED
REPORTS OF THE STANDING COMMITTEES:
Chairman Patti said that the Public Safety Committee met on Wednesday, June 13, 2007. There were several issues concerning speeding discussed. Also talked about were the feral cats in Northlake. A suggestion was made to update the ordinance to include cats being put on a leash. The committee said they do not want to change the ordinance, but perhaps we could put some notification in the Northlake newspaper reminding not to feed feral cats. They also looked at the truck parking ordinance. They have decided not to change it to accommodate the various truck sizes. The committee discussed the area by Roy and Belle on Sundays. Vehicles are not stopping at the stop sign. Alderman Riesterer is going to contact the parish to see if they can block out a section of parking so that people can see around the corner. The entrance and exit to the post office was also brought up. Mayor Sherwin said that he did write to the postmaster suggesting angle parking and they are going out for bids on re-sealing and striping. Hopefully, they will make angle parking. A resident complained about a D.J. at a backyard party. She would like to ban D.J.’s. The committee said they would look at the ordinance and see what the time frames are. The next Public Safety Meeting is Wednesday, July 11, 2007.
Mayor Sherwin reminded everyone that the Public Safety Committee members are Alderman Nessling, Riesterer, Patti and Grochowski.
Mayor Sherwin said that as of right now the Licensing and Inspection Services really doesn’t meet unless someone is denied a license. The members are Alderman Feldmann and Riesterer. Alderman Straube is the chairman.
Public Works Committee hasn’t been too active and Mayor Sherwin asked the board if they would like to make it active. Alderman Patti suggested incorporating the Public Works Committee with the Public Safety Committee. Mayor Sherwin agreed. Alderman Straube agreed to join the Public Safety Committee that will incorporate Public Works.
Mayor Sherwin reminded everyone about Northlake Days on June 22, 23 and 24th. Mayor Sherwin suggested putting signs on the old parade route reminding everyone of the new route.
Mayor Sherwin said that July 16th is the dedication for the Catholic Charities building. He will send a memo out with the time.
Alderman Padilla asked if someone could look into the creek on Morris to see what will grow there when it floods. Mayor Sherwin said the engineers have been working on this. They planted 630 plugs. Mayor Sherwin will talk to Burke about this.
UNFINSHED BUSINESS:
Alderman Patti asked for a follow up on the collection boxes. Mayor Sherwin said Mark Sterk has completed this ordinance and we will have this for the next meeting as well as the parade permit ordinance.
NEW BUSINESS:
Mayor Sherwin present Ordinance O-17-2007, An Ordinance Requiring Inspections and Transfer stamps for the Transfer of Real Estate and Amending Title 8 of the Code of Ordinances of the City of Northlake, Cook County, Illinois. Alderman Patti made a motion to approve Ordinance O-17-2007, seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-17-2007, AN ORDINANCE REQUIRING INSPECTIONS AND TRANSFER STAMPS FOR THE TRANSFER OF REAL ESTATE AND AMENDING TITLE 8 OF THE CODE OF ORDINANCES OF THE CITY OF NORTHLAKE, COOK COUNTY, ILLINOIS CARRIED
Mayor Sherwin presented Ordinance O-18-2007, An Ordinance Adopting the Prevailing Wage Standards in the City of Northlake, Cook County, Illinois. Alderman Nessling made a motion to approve Ordinance O-18-2007; seconded by Alderman Riesterer. Mayor Sherwin called for the roll.

Mayor Sherwin brought up the Upgrade of the Wolf Road Traffic Signals to LED Bulbs. Alderman Patti made a motion for the upgrade; seconded by Alderman Delgado. We will select Meade Electric. Mayor Sherwin called for the roll.

Mayor Sherwin presented the purchase of 25 S. Gail for $275,000.00. Alderman Padilla made a motion to approve; seconded by Alderman Patti. Mayor Sherwin called for the roll.

Mayor Sherwin brought up Ordinance O-20-2007, An Ordinance Establishing Smoking Restriction and Amending Title Four of the Northlake City Code. Alderman Straube made a motion to approve; seconded by Grochowski. Mayor Sherwin called for the roll.

Mayor Sherwin presented Resolution R-17-2007, A Resolution Supporting the Safe Route to School Grant Application. Alderman Patti made a motion to approve Resolution R-17-2007; seconded by Alderman Riesterer. Mayor Sherwin called for the roll.

Mayor Sherwin brought up Resolution R-18-2007, A Resolution of Authorization by the City of Northlake for the Application of an Oslad Grant From the Illinois Department of Natural Resources to Extend the Bike Path to the Tennis Courts at King Arthur and Rehabilitate the Tennis Courts. Alderman Patti made a motion to approve Resolution R-18-2007; seconded by Alderman Straube. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-18-2007, A RESOLUTION OF AUTHORIZATION BY THE CITY OF NORTHLAKE FOR THE APPLICATION OF AN OSLAD GRANT FROM THE ILLINOIS DEPARTMENT OF NATURAL RESOURCES TO EXTEND THE BIKE PATH TO THE TENNIS COURTS AT KING ARTHUR AND REHABILITATE THE TENNIS COURTS CARRIED
Mayor Sherwin opened up the discussion to the public.
George Hainault of 19 Wiltse Drive spoke. He said that we may want to ask the company that is supplying the LED lights what kind of guarantee they have.
Alderman Straube made a motion to go into Executive Session at 8:00; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
MOTION TO GO INTO EXECUTIVE SESSION CARRIED
Alderman Patti made a motion to refer the matter of 19 Wiltse Drive to the attorneys to draw up an ordinance for the purpose of utilizing the property for a park and making the property eminent domain; seconded by Alderman Riesterer. This will be placed on the agenda for the next city council meeting scheduled for July 9, 2007. Mayor Sherwin called for the roll.
