MINUTES OF THE 1,325TH MEETING OF CITY COUNCIL OF THE CITY OF NORTHLAKE HELD ON MONDAY NOVEMBER 5, 2007
The regular meeting was called to order at 7:07 P.M. Mayor Sherwin asked everyone to stand for the pledge of allegiance. Mayor Sherwin called for the roll.
ROLL CALL:
PRESENT: ALDERMAN STRAUBE, FELDMANN, DELGADO, PADILLA, NESSLING, GROCHOWSKI AND PATTI ABSENT: RIESTERER OTHERS PRESENT: FRED PAUL, TREASURER JOANNE FLOISTAD, CITY CLERK DENNIS KOLETSOS, CHIEF OF POLICE WILLIAM KABLER, FINANCE DIRECTOR DALE ROBERTS, SUPERINTENDENT OF PUBLIC WORKS MARK STERK, CITY ATTORNEY
Mayor Sherwin presented the minutes of the regular meeting held on October 15, 2007. Alderman Patti made a motion to accept the minutes of the regular meeting held on October 15, 2007; seconded by Alderman Delgado. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor.

Alderman Patti made a motion to pay the warrants and vouchers if and when the funds become available; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

REPORTS OF THE STANDING COMMITTEES:
Alderman Patti said that there is a Public Safety and Public Works Committee meeting Wednesday, November 7, 2007 at 6:00 p.m.
Chairman Patti said the Creekside Village Committee met last month and the minutes are included in everyone’s packets.
Mayor Sherwin stated that there is a Licensing Committee meeting on Saturday, November 10, 2007.
Mayor Sherwin said that Microsoft is taking the entire the 500,000 square feet of the new data center that is under construction right now. They are going to compete with Google. Mayor Sherwin said that the utility tax should be around 1.5 million to 2 million dollars a year. Water sales will be substantial but they probably will be tied up with a bond issue because in order to provide the amount of water they need, we will need to upgrade our pump station by expanding it and build a reservoir. We are looking in the vicinity of 5 and 7 million dollars of work to be put into our water system. We will be looking into some sort of guarantee from the tenant that they will have the water sales or pay the difference. We are probably looking into a 7 to 10 year bond issue.
Mayor Sherwin continued to talk about other new businesses opening up in Northlake.
Mayor Sherwin stated that our condo sales are lacking and he would like to investigate the idea of an employer assisted housing program. We would offer assistance to government employees who serve our area. We will offer assistance with the down payment on the condo of $20,000.00 and we forgive 1/5th of that every year as long as they are living in the unit.

Mayor Sherwin brought up the closing of city hall on December 24, 2007. City Hall would be open as usual on Saturday, December 22, 2007. Alderman Patti made a motion to approve the closing of city hall on December 24, 2007; seconded by Alderman Delgado. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin brought up Resolution R-28-2007, A Resolution Declaring November 11-17, 2007 National Hunger and Homelessness Week. Alderman Patti made a motion to approve; seconded by Alderman Feldmann.

Mayor Sherwin opened up the discussion to the public. There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Delgado. Mayor Sherwin called for a voice vote. All were in favor.
