MINUTES OF THE 1,330TH MEETING OF CITY COUNCIL OF THE CITY OF NORTHLAKE HELD ON MONDAY FEBRUARY 4, 2008
The regular meeting was called to order at 7:00 P.M. Mayor Sherwin asked everyone to stand for the pledge of allegiance. Mayor Sherwin called for the roll.
ROLL CALL:

Mayor Sherwin presented the minutes of the regular meeting held on January 7, 2008. Alderman Patti made a motion to accept the minutes of the regular meeting held on January 7, 2008; seconded by Alderman Riesterer. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor.
MOTION TO ACCEPT THE MINUTES OF THE JANUARY 7, 2008 CITY COUNCIL MEETING CARRIED
Mayor Sherwin presented the minutes of the Special Meeting held on January 17, 2008. Alderman Patti made a motion to accept the minutes of the special meeting held on January 17, 2008, seconded by Alderman Nessling. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor.

REPORTS OF THE STANDING COMMITTEES:
Alderman Patti said there is a Public Safety and Public Works Committee meeting scheduled for Wednesday, February 6, 2008.
Mayor Sherwin told every one that there is a hearing on the Community Development Block Grant for February 11th and 12th. Mayor Sherwin needs to have four Aldermen for a Special Meeting to approve this application; it has to be done before the 22nd. The meeting is scheduled for February 14, 2008 at 6:00. Four Aldermen said they would be there.
Mayor Sherwin said that on February 20, 2008 there is a Public Hearing at Grant Park at 6:30 for our Bike Path Grant Application. This will be for an extension at the south and north end.
Mayor Sherwin gave an annual State of the City report.
In 2008 we will face some challenges due to the economy. Other communities are amazed at the projects we are doing. Mayor Sherwin said we need to keep moving forward. Our sidewalk grid will be completed this year, we are building a new police station, we have a new water tower, we have made water main replacements and we will be doing upgrades to our pump station. Mayor Sherwin said we have made great strides with our Police Department. He also said that we have upgraded our Public Works Department with new equipment and salt dome. Mayor Sherwin said that we need to address the 4 inch water mains and repaving the balance of the city’s streets. We also need to pay down our excess debt. We borrowed money for the police station, Creekside Village and the condos. We need to continue the retail development on West North Avenue. There has been a proposal for the last three lots. Mayor Sherwin said we also need to continue to improve our housing stock. He also said that we need to look at the ecology along the creek. We are working very diligently to draw up plans to remove the dams and restore wetlands along the creek. Mayor Sherwin said we need to keep pushing our industrial corridor. Microsoft is a great boost to that corridor.
Clerk Floistad thanked our Public Works Department for the long hours they have been putting in to do a good job on our streets. Everyone agreed.
Fred Paul, Treasurer said that we have received two checks from Cook County. One is for $56,707.67 for Cook County ETSB. The other is for $43,392.12 for Cook County ESTB for the three allocated grants.
Fred Paul also stated that he feels Mayor Sherwin is doing a terrific job and no one has a bad word for him or Northlake. He is very appreciative of the City Council; they are also going a great job.
Alderman Feldmann congratulated Mayor Sherwin for being nominated for the Leyden Alumni Hall of Fame. She also congratulated the Leyden Wrestling team.

Alderman Patti made a motion to approve to go out for bid for our electric service; seconded by Alderman Delgado. Mayor Sherwin called for a voice vote. All were in favor.

Alderman Patti made a motion to approve the offering of Colonial Supplemental Insurance in addition to AFLAC for the City of Northlake employees; seconded by Alderman Padilla. Mayor Sherwin called for the roll.

Alderman Grochowski made a motion to approve a Raffle License to sell raffle tickets at Northlake Days 2008; seconded by Alderman Delgado. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve Ordinance O-03-2008; seconded by Alderman Delgado. Mayor Sherwin called for the roll.

Mayor Sherwin opened up the discussion to the public.
Maria Delarosa from 165 Franklin Drive said she is concerned about a shooting that occurred on her block. She would like to be involved concerning the incident. Mayor Sherwin told her we are always looking to involve residents and to make an appointment with Chief Koletsos and he can fill you in on what is happening.
Alderman Straube made a motion to go into Executive Session at 7:20 p.m.; seconded by Alderman Nessling. Mayor Sherwin called for a voice vote. All were in favor.
