MINUTES OF THE 1,367TH MEETING OF

                                         CITY COUNCIL OF THE CITY OF NORTHLAKE

                                              HELD ON MONDAY NOVEMBER 2, 2009

 

The regular meeting was called to order at 7:00 P.M.  Mayor Sherwin asked everyone to stand for the pledge of allegiance.  Mayor Sherwin called for the roll.

 

ROLL CALL:

Mayor Sherwin presented the minutes of the regular meeting held on October 19, 2009.  Alderman Patti made a motion to accept the minutes of the regular meeting held on October 19, 2009; seconded by Alderman Riesterer.  Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote.  All were in favor.

APPOINTMENTS/RE-APPOINTMENTS AND OATHS;

 

 

PRESENTATIONS;

 

Danish Rauf, the owner of the 7-Eleven store in Northlake made a presentation.  He gave the background of the 7-Eleven stores.  He would like to apply for a license to sell liquor.  Everyone has to be carded before the sale can be rung up on the register.  The hard liquor will be kept behind the register so it cannot get into the hands of underage customers. Mayor Sherwin said that Danish Rauf is asking the council to amend our ordinance to allow the sale of hard liquor at the 7-Eleven in Northlake.  Mayor Sherwin feels that if we do this, other stores in the area would want the same privilege.  Mayor Sherwin also said that we do not want our town to have a lot of liquor stores down North Avenue.       

 

Alderman Patti made a motion to pay the warrants and vouchers if and when the funds become available; seconded by Alderman Grochowski.  Mayor Sherwin called for the roll.

MOTION TO PAY THE WARRANTS AND VOUCHERS CARRIED

 

Alderman Patti said there will be a Public Safety and Public Works Committee meeting on January 7, 2010.

 

Mayor Sherwin said he has received a notification of intent to apply for a special use for the Cook County Zoning for a property located at 2211 N. Scott. It is a single family house that has been converted to a two flat and they are asking for a special use permit in the single family zoning district.  The surrounding municipalities get this notice and Mayor Sherwin would like to place a resolution opposing this on the agenda for the next meeting because this is a converted house and if you allow this to be done then others will want this also.  Alderman Patti made a motion to have this resolution on the next City Council meeting; seconded by Alderman Delgado. 

 

Fred Paul, Treasurer received a check from Cook County for $54,910.00 for the King Arthur water mains. 

 

The council thanked Sheila Morgan and everyone who participated in Boo Fest. 

 

NEW BUSINESS;

 

Alderman Patti made a motion for Chief Koletsos to enter a discussion with all three recommended towing companies; seconded by Alderman Delgado.  Mayor Sherwin called for a voice vote.  All were in favor. 

 

MOTION FOR CHIEF KOLETSOS TO ENTER A

DISCUSSION WITH ALL THREE

RECOMMENDED TOWING COMPANIES CARRIED

 

Alderman Feldmann made a motion to approve the Health Inspection Contract; seconded by Alderman Riesterer.  Mayor Sherwin called for the roll.

MOTION TO APROVE THE HEALTH

INSPECTION CONTRACT CARRIED

 

Alderman Patti made a motion to approve Northstar Lenders as the mortgage broker for the Wolf Ridge Condos; seconded by Alderman Feldman.  Mayor called for the roll.

MOTION TO APPROVE NORTHSTAR LENDING

AS THE MORTGAGE BROKER FOR THE WOLF

RIDGE CONDOS CARRIED

 

Alderman Patti made a motion to approve the action to retain Sibley Partners as the Selling

Agent for the Wolf Ridge Condos; seconded by Alderman Riesterer.  Mayor Sherwin called for the roll.

MOTION TO APPROVE THE ACTION TO RETAIN

SIBLEY PARTNERS AS THE SELLING AGENT FOR

THE WOLF RIDGE CONDOS CARRIED

 

Mayor Sherwin opened up the discussion to the public.

 

A resident who lived on both sides of North Avenue for 26 years said that he thinks the City of Northlake has been doing a great job until this last tax bill.  Mayor Sherwin explained that the assessment freeze north of North Avenue was phased out after five years so more of the tax burden shifted to homeowners.  The area south of North Avenue will see this next year.  There also was a referendum approved for the new Police Station.

 

A resident talked about illegal trucks parked next door to her.  She referred to our ordinance.   Chief Koletsos said he will look into this matter.  Mayor Sherwin suggested she make an appointment with Chief Koletsos to go over all of her concerns.     

 

Alderman Patti made a motion to go into Executive Session to discuss real estate and personnel at 7:32 p.m.; seconded by Alderman Delgado. Mayor Sherwin called for a voice vote.  All were in favor. 

 

MOTION TO GO INTO EXECUTIVE SESSION AT 7:27 CARRIED

 

The meeting reconvened at 7:35 p.m.

 

There being no further business Alderman Straube made a motion to adjourn; seconded by Alderman Grochowski.  Mayor Sherwin called for a voice vote.  All were in favor.
