MINUTES OF THE FINANCE & RULES
COMMITTEE OF THE WHOLE MEETING
HELD ON MONDAY, OCTOBER 15, 2007
MAYOR SHERWIN CALLED THE MEETING TO ORDER AT 6:30 P.M.
Clerk Floistad called for the roll.

The committee reviewed the minutes of the October 1, 2007 meeting. Alderman Patti made a motion to approve the minutes of the October 1, 2007 meeting; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any corrections or deletions. Mayor Sherwin called for a voice vote. All were in favor. The minutes were approved.
Mayor Sherwin presented the Warrants and Vouchers. Alderman Patti made a motion to approve the Warrants and Vouchers; seconded by Alderman Delgado. Alderman Patti asked about the two bills for the busses for the senior citizen dinner. Clerk Floistad said that the $75.00 bill is for gratuity for the bus drivers. Alderman Patti also asked about the bill for Senate Rubel Bosman bill for $31,194.64. Chief Koletsos said this is for work done by the architect for the new Police Station.
Alderman Patti asked about the refund of $5.00 for a newspaper ad. Bill Kabler said this did not get put in the city newspaper so we have to refund this. Alderman Patti asked about the refund of $17,500.00 for 38 Whitehall. Mayor Sherwin said he transferred the contract to a relative of his and they got full financing of $175,000.00. So, we refunded his $17,500.00 since we got it back. Alderman Padilla asked about the bill for a Harris up grade runtime. Bill Kabler said this is for an upgrade for our new software we purchased. Alderman Riesterer asked about the replacement of strobe bars on squad cars. He wanted to know why two are for $56.00 and one is for $76.00. Chief Koletsos said the $76.00 is because there was probably more than one bulb that needed to be replaced. Alderman Feldmann asked about the bill for Veronica Hassan for Spanish translation of gang alert. She wanted to know if there was anyone available in our department to translate this.
Chief Koletsos said that Veronica is very quick at writing translations for us. She is the same person who does the Northlake supplement. Mayor Sherwin said the ability to speak Spanish is different from the ability to write it correctly. Veronica has the ability to write Spanish grammatically correct.
Alderman Riesterer asked about the bill for Mass Group Inc. for the rescue Randy combat challenge.
Chief Koletsos said this was approved in the over one thousand dollars at the last meeting. This is a training dummy that is used for various situations. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin stated that the Youth Commission made a profit on the last dance that was held on October 5, 2007.
Under New Business:
Mayor Sherwin said our 2008 Budget meeting will be on October 29, 2007 at 6:00 p.m. Everyone will get revised numbers at a later date. Mayor Sherwin suggested talking to the department heads if anyone has questions.
Mayor Sherwin presented Resolution R-27-2007; A resolution to enter into an agreement with Cook County for access to Cook County’s geographic information system (GIS) databases for use by the City of Northlake geographical information system. This will allow us to get our housing study completed by the Metropolitan Mayors Caucus. Alderman Grochowski made a motion to approve Resolution R-27-2007; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin asked Bill Kabler if we have gotten anywhere with the Northlake Days Bands. Bill Kabler said we are booking Infinity for Friday night. Mayor Sherwin said that Saturday and Sundays bands are firmed up. We need to get all the bands back on the list for the next meeting and make some decisions for Friday.
Mayor Sherwin said that for the first meeting of the month he would like the whole council to meet at 6:00 to go over the Police Station. On the second meeting of the month at 6:00 p.m. will be for Creekside Village Committee.
Alderman Feldmann asked Chief Koletsos what the status of the calls and crimes at Creekside Village since the change of tenants and better lighting. Chief Koletsos will look into this.
Alderman Patti asked Bill Kabler about the $1,000.00 scholarship. Bill Kabler said this can be eliminated. Alderman Patti said it was discussed that it is not being offered fairly; it should be advertised in the paper. Candidates should send in a resume on why this individual should receive this scholarship. Mayor Sherwin said we should really eliminate this scholarship because we contribute to the Triton College scholarships.
There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Riesterer. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
MEETING ADJOURNED AT APPROXIMATELY 6:47 PM.
