MINUTES OF THE FINANCE & RULES

COMMITTEE OF THE WHOLE MEETING

HELD ON MONDAY, JULY 20, 2009

 

 

MAYOR SHERWIN CALLED THE MEETING TO ORDER AT 6:30 P.M.

 

Clerk Floistad called for the roll.

The committee reviewed the minutes of the July 6, 2009 meeting.  Alderman Patti made a motion to approve the minutes of the July 6, 2009 meeting; seconded by Alderman Feldmann.  Mayor Sherwin called for a voice vote.  All were in favor.  The minutes were approved.

 

Mayor Sherwin presented the Invoices Over One Thousand Dollars. Alderman Grochowski made a motion to approve the Invoices Over One Thousand Dollars; seconded by Alderman Patti.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Mayor Sherwin presented the Warrants and Vouchers.   Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Grochowski.    Mayor Sherwin called for a voice vote.  All were in favor. The motion carried.

 

Mayor Sherwin presented the Commission Expenditures.  Alderman Patti made a motion to approve the Commission Expenditures; seconded by Alderman Nessling. Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

Bill Kabler talked about the City’s health insurance.  Blue Cross wants a 19% increase, but with our changes within our PPO we are down to a 0 increase.  The Police Department union has to approve these changes also because their contract calls for their approval.  We will adopt this policy as of August 1st and Chief Koletsos will negotiate with the officers and sergeants.  Also, we would like to make a City policy that any new employees will only be allowed into the HMO program. Again, we will have to discuss this with the Police Department union.  We currently have 65 people in the PPO and 25 in the HMO. 

 

Another option is to go with United Health Care, but Bill feels this will a nightmare for our employees.  They will be cheaper the first year, but Bill thinks they will have a good increase the second year.  The coverage is not a good as Blue Cross/Blue Shield. 

 

Alderman Patti made a motion to offer only HMO to new employees; seconded by Alderman Padilla.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

Alderman Grochowski made a motion to renew our health insurance with the changes; seconded by Alderman Delgado.  Mayor Sherwin called for a voice vote.  All were in favor.  The motion carried.

 

There being no further business, Alderman Patti made a motion to adjourn; seconded by Alderman Delgado.  Mayor Sherwin called for a voice vote. All were in favor.  The motion carried.
