                                            MINUTES OF THE 1,324TH MEETING OF

                                     CITY COUNCIL OF THE CITY OF NORTHLAKE

                                            HELD ON MONDAY OCTOBER 15, 2007

 

The regular meeting was called to order at 7:00 P.M.  Mayor Sherwin asked everyone to stand for the pledge of allegiance.  Mayor Sherwin called for the roll.

 

ROLL CALL:

Mayor Sherwin presented the minutes of the regular meeting held on October 1, 2007.  Alderman Patti made a motion to accept the minutes of the regular meeting held on October 1, 2007; seconded by Alderman Delgado.  Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote.  All were in favor.

Alderman Feldmann made a motion to pay the warrants and vouchers if and when the funds become available; seconded by Alderman Grochowski.  Mayor Sherwin called for the roll.

REPORTS OF THE STANDING COMMITTEES:

 

Chairman Patti said that the Public Safety and Public Works Committee met on October 3, 2007.  Chief Koletsos provided the committee with a decibel meter that will be used in the command car.  While the committee was studying the meter Chief Koletsos distributed information from other cities that have set guidelines for residential and non-residential areas.  The committee decided to table the decision on the decibel level until the November meeting in order allow us time to read the material and make recommendation to full council. 

 

A lengthy discussion was held discussing the possibility of purchasing another back up generator for Public Works if there is money available in the budget.  If we are ever in that bind again where the Public Works generator has to be used at City Hall, then Public Works would not be without one. 

 

The committee received an update on the Red Light Cameras.  All the traffic intersections will be installed with the LED lighting with no cost to the city.  The first installation will be at the corner of Wolf and Fullerton.  This will be the “test site”. 

 

Dale Roberts, Superintendent of Public Works provided updates on street and sidewalk replacements.  He also discussed future projects.

 

A discussion regarding Homeland Security Communication Plans took place.  They felt a need for better communication between all the departments. Chief Koletsos said he is working with the county to incorporate their CAD system. 

 

The committee also discussed improvements to disaster plans.  A motion was made to have Chief Koletsos present to the full council. 

 

Recent gang activity was also discussed.  Chief Koletsos mentioned that a public forum regarding this issue is scheduled for October 9, 2007 at 7:00 p.m. 

 

Finally, the committee discussed the truck parking at the restaurant on the corner of  Mannheim and Armitage.  When semi’s and busses park at this corner it creates a safety issue.  The committee recommended that code enforcement speak with the owner of the restaurant to see if they could have the busses and semi’s park over two spaces so they do not block the stop light. 

 

The next Public Safety and Public Works meeting will be held on November 7, 2007 at 6:00 p.m.

 

Alderman Straube made a motion to accept the Public Safety and Public Works Committee meeting minutes; seconded by Alderman Feldmann.   Mayor Sherwin called for a voice vote.  All were in favor.

Mayor Sherwin wanted to clarify that the only LED lights that are being done by the company are the ones where the cameras are going.  We still have a grant and we are still putting out $14,000.00 for the rest of the lights on Wolf Road. 

 

Mayor Sherwin reminded everyone about the Boo Fest on October 31, 2007 and he is looking forward to seeing everyone there.  We still need workers.  The hot dog situation was discussed earlier today.  People do not limit themselves to 1 or 2 hot dogs; they are putting them in bags and bringing them home.  Mayor Sherwin said we are contemplating setting up the large room at the park district and calling it the Hot Dog Café.  This way people can come in a sit down and we can distribute hot dogs to each person.  We will buy condiments in smaller packages and put them on the tables. 

 

Clerk Floistad asked if the Red Light cameras are legal.  Mayor Sherwin said they have been court tested and are legal.  The ticket goes against the vehicle, not the driver.  It is not a moving violation.

 

Alderman Feldmann encouraged everyone to come to the Leyden Football games.  They have qualified to be in the playoffs for first time since 1998.

Mayor Sherwin presents Resolution R-27-2007; A Resolution to Enter into an Agreement with Cook County for Access to Cook County’s Geographic Information System (GIS) Databases for Use  by the City of Northlake Geographical Information System.  Alderman Patti made a motion to approve Resolution R-27-2007; seconded by Alderman Padilla.  Mayor Sherwin called for the roll.

Mayor Sherwin opened up the discussion to the public.

 

A resident of the 300 block of Village spoke of her concern about speeding on her block.  Police cars have been placed on the block and it did help.  She said she is still screaming at people to slow down.  She went door to door and asked her neighbors if they would be for or against speed bumps.  She would like speed bumps or bigger signs to prevent speeding on Village Drive.  Mayor Sherwin said this happens all over town.  Alderman Padilla asked what time this usually happens. She said between 4:00 – 6:00 p.m.  Mayor Sherwin said we would look into this situation.  Mayor Sherwin discussed the possibility of installing speed cameras or fake cameras.  Mayor Sherwin suggested writing a letter to Representative Saviano and Senator Harmon asked that they sponsor a bill to allow automatic enforcement of speed.  Then we could set up a mobile unit to where we could monitor speed, take a picture of the vehicle and issue a ticket.  Mayor Sherwin will see if there is an actual bill pending. 

 

A resident spoke about the house located at 333 Village.  There is a problem with noise.  The vehicles start at 3:00 a.m. and wake people up because they do not have mufflers on them.  The trucks are state business trucks.  They are putting pallets on them and piling them up.  There is also garbage piling up behind the garage.  He does not feel that he should call the police all the time.  Mayor Sherwin will have code enforcement look in to this matter.       

 

There being no further business, Alderman Patti made a motion to adjourn; seconded by Alderman Straube.  Mayor Sherwin called for a voice vote.  All were in favor.
