MINUTES OF THE 1,331TH MEETING OF CITY COUNCIL OF THE CITY OF NORTHLAKE HELD ON MONDAY MARCH 3, 2008
The regular meeting was called to order at 7:43 P.M. Mayor Sherwin asked everyone to stand for the pledge of allegiance. Mayor Sherwin called for the roll.
ROLL CALL:
PRESENT: ALDERMAN STRAUBE, FELDMANN, DELGADO, PADILLA, NESSLING, RIESTERER, GROCHOWSKI AND PATTI ABSENT: NONE

Mayor Sherwin presented the minutes of the regular meeting held on February 4, 2008. Alderman Patti made a motion to accept the minutes of the regular meeting held on February 4, 2008; seconded by Alderman Delgado. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor.
MOTION TO ACCEPT THE MINUTES OF THE FEBRUARY 4, 2008 CITY COUNCIL MEETING CARRIED
Mayor Sherwin presented the minutes of the Special Meeting held on February 14, 2008. Alderman Grochowski made a motion to accept the minutes of the special meeting held on February 14, 2008, seconded by Alderman Nessling. Mayor Sherwin asked if there were any additions or corrections. There was one correction. Mayor Sherwin called for a voice vote. All were in favor.

PRESENTATIONS:
There was a presentation from Econolodge. Maria spoke regarding the request for a liquor license. She has had several requests from customers to have the hotel and restaurant serve liquor. This will not be a stand alone bar. Maria said she has plans to remodel and she is seeking a new franchise such as LaQuinta or Red Roof Inn. She feels these changes will improve the cliental and the appearance of the building. She is also looking into adding an additional floor to the building. There will be banquet facilities in the basement. Alderman Padilla made a motion for the attorneys to change the liquor license; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
MOTION FOR THE ATTORNEYS TO CHANGE THE LIQUOR LICENSE CARRIED
Alderman Patti made a motion to pay the warrants and vouchers if and when the funds become available; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

REPORTS OF THE STANDING COMMITTEES:
Alderman Patti said that the Public Safety and Public Works Committee meeting was cancelled last month due to the inclement weather. There will be a meeting on March 5, 2008 at 6:00 p.m.
Mayor Sherwin commended the Public Works Department for the great job plowing the streets and conserving our salt supply.
Treasurer, Fred Paul presented a check for $15,502.44 for the engineering of the relocation of the traffic lights on Wolf Road.
Alderman Patti stated that she was approached by a resident on Sandra. Sandra is a cul-de-sac and with the snow melting and during heavy rains, the water collects and backs up. The water has been moving on to lawns. The street is also in need of repair. The resident wanted to know if the city would consider resurfacing Sandra. Dale Roberts said this has been looked at before and there is some back pitching problems and there is not too much we can do unless we reconstruct some of the cul-de-sac area. Mayor Sherwin said that this issue will be addressed as we get money to re-pave the streets. Dale Roberts stated again that the cul-de-sac needs to be reconstructed and Mayor Sherwin said that there may be changes in the street in the future.
Alderman Grochowski said that he has received a couple of phone calls from residents about the new garbage program. They are concerned about the sticker prices and he assured them that this is being looked at. The residents would also like us to look at the recycling program. It was suggested to get a different container for the recycling so that the blue bins do not blow around; perhaps a 90 gallon container. The residents also wanted to know how they could recycle their old garbage cans once they get the new one. Mayor Sherwin said the residents will have the option to put their old cans out for pick up. Mayor Sherwin stated that the new 96 gallon can should cover the needs of 75% of the residents in Northlake. The 96 gallon can is equivalent to 3 regular cans. It was decided to keep the base fee the same for everyone and those that have more garbage will have to pay more either by buying a sticker or paying for a second 96 gallon can. Mayor Sherwin hopes that this will encourage people to recycle.

Alderman Patti made a motion to approve a membership in the DuPage River/Salt Creek Workgroup; seconded by Alderman Riesterer. Mayor called for a voice vote. All were in favor. The motion carried.

Alderman Padilla made a motion to approve the placement of bus benches in certain locations; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Alderman Patti made a motion to approve Ordinance O-04-2008, An Ordinance Exempting Certain Motor Vehicles from License Registration Requirements and Amending Section 3-4C-9 of the City Code of the City of Northlake; seconded by Alderman Nessling. Mayor Sherwin called for the roll.

Mayor Sherwin opened up the discussion to the public.
Tom Perry spoke. He was the one who complained about Sandra. He says the street is starting to crumble and there are low spots that trap water. He says the sewers have never worked correctly and they have gotten worse over the years. Mayor Sherwin said we would look into this matter when the weather breaks.
A resident who owns a building at 124 Golfview and he has an ongoing problem with animals coming on to the property. Mayor Sherwin said it is normal to attract these animals with the natural areas of the city. He suggested keeping the garbage cans securely covered, cut back vegetation and remove firewood. Mayor Sherwin said that if anyone is feeding cats outside that can be a big attraction to these animals.
Bobbie Phillips of 421 N. Prater complained about Francisco & Sons snow plowing. She stated that the driveway was done before Frank got there and she got charged anyway. The mail was not getting delivered because the snow was piled so that the sidewalk was completely blocked. Mayor Sherwin said we will talk to Francisco & Sons.
Another resident complained that her sod was torn up on her north side. Mayor Sherwin said this will be taken care of.
Alderman Straube made a motion to go into Executive Session at 8:15 p.m.; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor.
