permit must be obtained before any driveway replacement

Animal Information
Q.
Do I need an animal license for my pet?
A.
Dogs and cats must be licensed. Licenses are issued
for one year. Animals are NOT permitted to roam without a leash and are not
permitted to defecate on public property or other premises. Owners
are responsible for the removal and sanitary disposal of that
animal's bodily waste product. The pet license form
is available to be downloaded in .pdf format (Adobe Acrobat).
Q.
How do I obtain a pet license?
A.
Fill out the form at Northlake City Hall, or download the
pet license form here. You will need
your pet's rabies inoculation date and Inoculation Tag Number
for the form as well. The charge for the pet license is currently $2.00.
Garbage & Recycling
Q.
What is the garbage pickup day in Northlake?
A.
Garbage pick up day is Friday. Do not
place garbage out earlier than the evening before collection day.
In an effort to control the rising cost of garbage collection, the City of Northlake started a new system in June of 2008.
- Basic service remains at $7.05 per month and will include a 96 gallon cart, unlimited recycling and unlimited yard waste.
- Enhanced service will consist of one – 96 gallon cart and will cost an additional $6.00 per month for a second cart and will also include unlimited yard waste and unlimited recycling.
- Occasionally, you may have additional items or cans which may be placed for pick up if they have a tag attached to them. The cost of the tag is $1.50 each and will be available at City Hall (55 E. North Avenue), Neighborhood Foods (Roy and Fullerton), Jewel Foods (Mannheim and Grand), Walgreens (North and Wolf) and Public Works (100 W. Palmer).
- Yard waste must be placed in brown paper yard waste bags or a container NOT larger than 33 gallons (maximum weight – 60 pounds). Yard waste in plastic bags or oversized containers will not be picked up.
The 96 gallon cart is the equivalent of three regular garbage cans and 75% of the homes in Northlake should be able to stay with the basic service which will remain at the current monthly charge. If you find that you need to upgrade the level of service, please call City Hall at (708) 343-8700 to make the arrangements.
If you have metal items, such as appliances, water heaters, storm doors, lawn furniture, etc. you should place these items out on Thursday without a tag as the recyclers will pick up these items quickly.
If you have not done so yet, you can still pick up your 5 stickers, free of charge, at City Hall.
If you wish to dispose of your old cans, Allied Waste will pick these up at no charge if you mark them “PLEASE TAKE.”
Branch pick up remains the same, at no charge, on the first Monday of every month from April through November. Please remember not to place branches out until the week before pick up.
If you’re cleaning out your garage or moving and have a lot of large items to get rid of, contact BFI at 345-7050 to arrange a special pick up.

Does the City recycle waste?
A.
The City provides blue recycling containers that may be picked
up at Public Works. All items must be free of food and beverage contamination.
Materials accepted include:
Newspaper
Mixed paper (magazines, catalogues, telephone books, junk mail, etc.)
Corrugated cardboard (flattened and folded or cut into 2' by 2'
pieces, with no food contamination).
Paperboard (cereal boxes, tissue boxes, etc., with plastic liners removed)
Wet-strength cardboard (cardboard beverage carriers, frozen food boxes)
Glass bottles and jars, all colors
Plastic bottles and containers labeled #1 PETE and #2 HDPE
Aluminum food and beverage cans
Aluminum foil and formed aluminum - free of food contamination
Metal food and beverage cans
Empty paint cans - must be empty and dry
Empty aerosol cans - must be empty
Q.
Does the City collect yard waste?
A.
Yard waste is collected only between April 1 and November 30. All
yard waste must be in a city-approved 30 gallon or smaller container
or in a Kraft brown paper bag. Brush must be cut into lengths
no longer than 4' in length, with each branch no larger than 3"
in diameter. Bundles must not exceed 60 pounds in weight and 2'
in diameter. Large quantities of yard waste will be collected if
resident calls BFI for a special pick-up. NO PLASTIC BAGS CONTAINING YARD
WASTE WILL BE PICKED UP.
In addition Northlake sends a chipper around town to pick up
tree branches that are left curbside.
Q.
The garbage men missed my house today. What should I do?
A.
Give your name and address to City Hall. They will call
BFI to pick it up.
Water & Water Billing
Q.
What is the water billing cycle?
A.
Water is billed every two months on the first of the month. Bills
for water shall be paid 20 days from the date in which the bill
is stamped. In the event that charges for water service are not
paid within 30 days, a lien may be placed and/or water service
may be shut off. Residents who have had their water service shut-off
due to non-payment will be required to pay a fee to reinstate
the service.
Q.
Are there restrictions on watering your lawn in the summer?
A.
Sprinkling restrictions are in place May 15 through September
15. Persons with property with an odd-numbered street address,
may sprinkle on odd-numbered calendar dates. Persons with property
having an even numbered street address, may sprinkle on even numbered
calendar dates. No sprinkling between the hours of 12:00 noon
and 6:00 p.m.

Do we need to boil the water after a water main break?
A.
Not usually. If there is a boil order in effect, you will
be notified by the City by signs posted on busy streets, by posting
on the cable channel or by the radio and television stations.
Miscellaneous Questions
Q.
Is there a curfew for children in Northlake?
A.
Yes. All children under the age of 17 are subject
to a 10:30 p.m. curfew on weekdays and an 11:30 p.m. curfew on Fridays and Saturdays,
unless accompanied by a parent, legal guardian or other responsible
companion at least twenty one years of age approved by a parent
or legal guardian.

Do I need a permit from City Hall to hold a garage sale?
A.
Permits are required for all garage and yard sales in the City.
Permits may be obtained from City Hall and are limited to two
(2) days at a time and may be conducted only between the hours
of 9:00 a.m. and 6:00 p.m. Garage sales are limited to twice a
year.
Q.
Does the City have a requirement for maintenance of a resident's yard?
A.
Buildings and grounds around each residence must be properly
maintained. Grass must not grow longer than 8 inches; grass clippings
and leaves are not to be swept into the street.
Q.
Does the City have a vehicle registration requirement?
A.
Yes. All cars parked on your property must
have current license and sticker and cannot be parked on the grass.
There is no overnight parking permitted on the street
All motor vehicles must be licensed and display a valid Northlake
City Vehicle Sticker. The new vehicle sticker are available now
at Northlake City Hall and are valid indefinitely. There
is no charge for the regular vehicle sticker if you register your car with the City within two (2) months of purchasing your vehicle. After that, there is a $10.00 fee.

How do I get a vehicle sticker?
A.
Fill out the form at Northlake City Hall. Be sure to bring
your current Vehicle registration. You will be given a sticker upon completion
of the form.
Q.
Does the City of Northlake have a transfer tax?
A.
We do not have a transfer tax, however, we do have a transfer stamp. An inspection is required and all water bills
paid up to date before the closing takes place.

Every first Tuesday of the month, the City tests its warning
siren located on top of the firehouse and at the Public Works
facility. The warning siren is in place to alert residents of
severe weather, such as a tornado.
